The provisions of this Chapter are declarative in nature and shall not confer or impose any legal rights or obligations. They shall not be enforceable in any court or tribunal. No question of inconsistency with these provisions shall be raised in any court or tribunal, and the State shall strive to implement these principles in the governance of the country in a manner that promotes equity, justice, and fraternity among all citizens.
