Parliament shall, by law, establish a comprehensive framework to give effect to the rights and duties in this Chapter.

procedures for mandatory, transparent, and participatory environmental impact assessments and social cost-benefit analyses for all major development projects;

the establishment of an independent National Environmental Authority with powers of monitoring, regulation, and enforcement;

provisions granting standing to any citizen or recognized civil society organization to approach the Supreme court or Court of Appeal for the enforcement of the rights and duties under this Chapter; and

principles for the equitable sharing of benefits arising from the use of natural resources with local communities.
