2) Right to Public Finance Information A constitutional citizen right to understand public money. The proposal establishes an entrenched right for every citizen to receive a free, understandable statement explaining how public revenue was raised, how it was allocated and spent, and what public outcomes it produced. The statement is intended to make taxation tangible: citizens should be able to see, in accessible terms, how ow public money contributes to healthcare, education, infrastructure, public services and other national priorities. (1) Every citizen shall have the right to receive, free of charge, an Annual Citizen Public Finance Statement concerning the collection, allocation, utilisation and public impact of public revenue and public funds. (2) The Statement shall be delivered by electronic or physical means and shall be available irrespective of whether the citizen personally paid any tax. (3) The Statement shall disclose, at a minimum: principal sources and amounts of public revenue; major taxation and other revenue; appropriations and actual expenditure; major sectoral expenditure; significant programmes and projects; measurable outcomes where reasonably available; and material differences between approved and actual expenditure with reasons. (4) Information shall be presented in clear and reasonably comprehensible language and shall not be satisfied merely by publishing complex technical budget documents. (5) Every citizen shall have the right to seek clarification and peacefully petition or question the relevant public authority concerning the information provided. (6) The information shall, to the greatest extent practicable, be based on official audited or independently erified records. (7) Parliament shall prescribe preparation, verification, delivery, deadlines and remedies necessary to give effect to this Article. (8) The core right established by this Article shall form part of the entrenched constitutional framework.
